The Embassy of Finland in Hanoi is accepting concept notes under the Fund for Local Cooperation (FLC) to support local initiatives promoting the circular economy in Vietnam. The fund aligns with Finland’s development goals, aiming to reduce poverty and foster sustainable, democratic, and rights-based societies.
2025 Focus Areas:
Projects that raise awareness and build capacity around the circular economy. Emphasis on gender equality, women’s empowerment, and inclusion of vulnerable groups, especially people with disabilities.
Funding Details:
Total budget: EUR 200,000
Number of projects: 1–2
Project duration: Up to 24 months
Priority Themes:
Promotion of human rights
Strengthening democracy and accountability
Sustainable natural resource management and environmental protection
Who Can Apply:
Eligible applicants include:
Vietnamese civil society organizations, NGOs, academic institutions, media, public and cultural bodies, business groups, and cooperatives
Projects are encouraged from the Northern region of Vietnam but are open to all regions
Who Cannot Apply:
Finnish NGOs, government agencies, municipalities, and businesses
Host country’s government bodies
Unregistered groups or political parties
Projects focused on charity, humanitarian aid, land purchase, basic research, or one-off cultural events
Selection Criteria:
Projects must:
Be submitted by legally registered Vietnamese entities
Be human rights-sensitive
Demonstrate relevant experience, financial capacity, and community engagement
Include a clear plan, measurable results, and be cost-effective
Preferably build synergies with other Finnish initiatives in Vietnam
Priority will be given to proposals that are innovative, sustainable, and follow a results-based approach.
