NCAA Endorses New System to Address Flight Disruptions.


The Nigerian Civil Aviation Authority (NCAA) has endorsed a new technology-based platform designed to improve how airlines manage flight disruptions. Th

e system, called Propel Reprotection, enables airlines to seamlessly transfer affected passengers to other partner carriers during delays or cancellations caused by operational issues or weather conditions.

The NCAA’s Director General, Captain Chris Ona Najomo, represented by Director of Public Affairs and Consumer Protection, Michael Achimugu, described the initiative as a significant step forward. He highlighted the importance of passenger experience, noting that air travelers deserve reliable service that meets global standards.

Propel Reprotection was developed through collaboration between three key players:

   Aviation Assist Hub, which oversees operational logistics
   Avitech Technology Solutions, which powers the platform
   Leadway Assurance, the financial backer ensuring coverage for passengers during disruptions

Achimugu emphasized the regulator’s support, stressing that the project aligns with the government’s broader goal to reduce flight delays and strengthen consumer protection.

The platform has received interest from several domestic airlines, and discussions are ongoing for integration. A pilot phase is scheduled to begin in August and run for eight months.

Olumide Ojutalayo, Managing Director of Aero Assist Hub, said the solution addresses longstanding issues within Nigeria’s aviation sector, especially for airlines operating on thin profit margins. He noted that the platform not only streamlines passenger management but also provides immediate financial support to airlines during disruptions.

The launch event brought together regulators, airline representatives, and passengers to exchange ideas and review the system’s potential. Feedback collected during the session will be used to fine-tune the rollout.

From a legal standpoint, Aero Assist Hub’s legal head, Funke Junaid, explained that passenger rights remain intact. The system operates through contractual agreements between Propel and the airlines, ensuring that existing NCAA consumer protections remain in force.

Diana Mulili, representing Leadway Assurance, added that the system was developed specifically to address local challenges. She emphasized that the aim is not simply to refund passengers during delays but to ensure they reach their destinations through seamless inter-airline cooperation. A low-cost insurance model underpins the process, allowing passengers to be rebooked automatically without additional stress.

She also mentioned that the system is adaptable to various airline technologies and operational setups, ensuring that all carriers regardless of digital maturity can use the platform effectively.

Extensive testing has already been conducted with participating airlines, and feedback has helped refine the system ahead of the official launch. According to stakeholders, Propel has the potential to transform how flight disruptions are handled across Nigeria’s aviation sector.
